Rudyard was one of Garrett's store keepers (a "local merchant" by pre-TDS terms) who would sell supplies and information to Thieves.
He didn't have the supplies Garrett wanted for the Angelwatch job, but offered an alternative, selling him information regarding the arms stored within Castle Carlysle.[1]
