All we really know about Wayside Docks is contained in Rampone's, so should this redirect or provide a link to Rampone's?
If we accept that Wayside is part of Docks, then Webster is the Warden. Webster's already involved with smuggling, and Captain Davidson is a dirty spice smuggler and pirate. Webster's territories are all ports and docks, and the ships and sea merchants are most likely his source for his strong foreign contacts.
From T2_b02: "The warehouses by the docks should fit the bill. In addition to the usual shipping traffic there's also a small smuggling operation, sponsored by the local underground. Not too many guards, lots of dark corners, and several points of entry..."
Rampone's Dockside Shipping, an industrial warehouse and office business dealing in the shipment of bulk goods is there, address of: "1369 Winston Avenue Wayside Dock District"
A port of call for the pirate Davidson, Captain, and temporary base of the Mechanists.
I believe this is the T2 place that the T2 term "Dockside whorekeeps" refers to. Madame Volari's brothel is seen there after business hours, and we never see or hear anything about prostitution in T3, not even concerning the Docks. Unless you want to read it into this:
